(5) enterprises in special industries need to provide special industry licenses or network access certificates;For new and high technology products with special industrial management requirements, such as biomedicine, medical apparatus and instruments, and communications, copies of the necessary documents that are permitted to be produced and sold in accordance with industrial regulations must be submitted for application;Environmental protection certificates shall be submitted for projects that are deemed to be environmental pollution.

Basic conditions:

(1) an independent legal person who has been registered in shenzhen for more than one year (one fiscal year);

(ii) the ownership of intellectual property is clear, and it meets one of the following quantitative requirements:

1.More than 1 invention or new plant variety;

2.More than 2 utility models;

(3) for an enterprise with sales revenue of less than 50 million yuan in the latest year, the total research and development expenses in the three fiscal years shall account for no less than 5% of the total sales revenue;Scientific and technical personnel with a college degree or above or a title of intermediate or above account for more than 30% of the total number of employees in the enterprise in the same year, among which r&d personnel account for more than 10% of the total number of employees in the enterprise in the same year;

For enterprises with sales income of RMB 50 million to RMB 20 million in the recent one year, the proportion of the total research and development expenses in the total sales income in the three fiscal years shall not be less than 3%;Scientific and technical personnel with a college degree or above or intermediate title or above account for more than 20% of the total number of employees in the enterprise, among which r&d personnel account for more than 8% of the total number of employees in the enterprise;

For enterprises with sales income of more than 20,000 yuan in the last one year, the total research and development expenses in the three fiscal years shall account for no less than 2% of the total sales income.Scientific and technical personnel with a college degree or above or a title of intermediate or above account for more than 10% of the total number of employees in the enterprise in the same year, among which r&d personnel account for more than 6% of the total number of employees in the enterprise in the same year;

If the enterprise has been registered and established for less than 3 years, it shall be counted according to the actual operating years;

(4) the income from new and high technology products (services) accounts for more than 60% of the total income of the enterprise in the current year;

(5) it shall have a sound management system for production, technology and finance;

(6) having corresponding research and production conditions and product quality assurance measures;

(7) the enterprise has no major illegal ACTS within three years and the submitted materials are true and reliable.

An enterprise solely engaged in the sale of commodities shall not be regarded as a new and high technology enterprise:

(8) modern agriculture;

(11) upgrading traditional industries by using advanced technologies and processes;

(12) providing research and development, technical consulting, technology trading, industrial design and other services for the development of new and high technology industries;

(13) relevant technical products supporting the above-mentioned fields, as well as other high and new technologies and their products suitable for the characteristics of shenzhen's economic development.
